Shelley is a Wife, Mother and Grandmother and following the 2024 election, your local counsellor for the Papamoa ward!
Shelley has dedicated her life to giving back to the community. Much of her professional life she was found in or about a classroom, shaping the future minds of children or around a board table, often as chair helping to achieve consensus but always allowing all to have a voice. In her free time she has given countless hours back to the community though her Lions work, her work as a JP or as a Civil Celebrant, officiating weddings and funerals.
She loves learning and this has lead to her achieving two masters degrees in education and in business. Shelley supported her husband in business for over 20 years taking an active role in governance and leadership.
Having watched Papamoa grow since the late 1990's when her parents moved into a local retirement village she has seen the infrastructure growth and has a vision for what we need in the future. Shelley is on the border between Arataki and Papamoa and has chosen to stand in Papamoa Ward as she can see this as a huge growth area with amazing challenges and exciting prospects.
Shelley approaches all challenges with researched quality information. She likes to hear both sides of a discussion and work with others to form a consensus opinion. Robust, respectful debate is important to ensure that all communities have a voice but democracy works so that decisions can be made and we can keep the city moving forward.
Governance means that your Council empowers staff to do their job well and be accountable for outcomes. It also means that the Council looks at problem solving in a visionary way that ensures that decisions are made in the best interests of all in our community.
This is a new time for Tauranga and an opportunity for this to be a turning point. We dont need any of the past holding us back. We need councillors who can bring new ideas, vision and teamwork to the council table.

Papamoa will continue to grow. It is a wonderful place to live, bring up children and retire. We are a very mixed community, ethnically diverse with a wide age demographic. A lot of the people living here are tradespeople, small business owners or retired. The growing Retirement Villages are an indication of demand. So the biggest problem is infrastructure. The water infrastructure needs updating. It is no longer sufficient to tell the people of Tauranga that they can save water or charge them more.
We need to work with the Government to upgrade the links to Tauranga. We have been waiting too long.
Developers need to pay infrastructure costs upfront, not expect the people of Tauranga to carry that debt until they finish the development.
So in 10 years time, we will all still be loving living in Papamoa. We will enjoy the parks, the Library, the Art Gallery and Cultural Centre, The Museum and the many activities that we enjoy at the many venues around our wonderful area.
Rates will not go down. With increased costs across all areas, even if the council could make savings, these would quickly be diverted to other areas of urgent need. But we have some challenges around budget because just increasing rates is also not sustainable so we need to look at other ways to get the best value for money. We need to think outside the box.
In some ways, we are very lucky in Papamoa compared to other areas of Tauranga. We have good access roads in and out. We have lots of community facilities, the beach, and excellent choice of retail options. Our difficulties are shared with many of the other wards in Tauranga except that a large part of Papamoa is a developing new community and that brings its own challenges.
I agree some of our roads still need work but again how we get value for money is the challenge for the new council.
